To do access control on who can create new issue board.
- Go to settings in the main menu on the left.
- Under access control on this page you have “Create new issue board”.
Click on it.
- A list of who can create and Edit access will appear.
Click the Edit access button.
- Define access for member(s) or team(s).
- Under the member(s) or Team(s) you have selected will appear.
Under access you choose between Can create and Not allowed.
- Press the save button.
